Humanitarian ideology is based on the western postulate of the universality of human rights. It is obvious that human dignity must be asserted and defended. But beyond this principle implementation and orchestration of this conception are questionable for it imposes a Western-centric sense that is not to be taken for granted by the majority of human kind.
L’idéologie humanitaire repose sur le postulat occidental de l’universalité des droits de l’homme. Que la dignité des hommes doive être affirmée et défendue est bien évident. Mais au-delà de ce principe, c’est toute la mise en œuvre et l’orchestration qui pose question car elle impose un sens occidentalo-centré qui ne va pas de soi pour la majorité de l’humanité.

Humanitarian ideology encompasses a set of representations responsible for the global managing (multinational, state and non-governmental) of victims of conflicts and natural disasters (both natural and political) and of a part of those marginalized excluded from distribution of wealth. This humanitarian managing causes representations. Humanitarian aid finds roots in shock and outraging caused by the perception of a drama violating human dignity. Following the emotional trauma comes a humanitarian disapproval founded on standards and values in conformity with a judgment over this outraging submitted situation. Such a process of emotion-condemnation finds its main motivator in 'humanitarian show' through the media. These shows feature disaster victims, in distress, in danger and, with an 'ascending vacuum extraction effect' other people delivering assistance. This picture overwhelmed-devastated is a major ingredient to humanitarian ideology. It shows the bad living and our well-being, it broadcasts repeated signs of a world with disaster and misery. It is the main evidence of, not only the setting out facts of which the presence is the accuracy of analysis that often leads to the lack of another analysis about causes and consequences of the featured situations. Everything is told, nothing is explained. It is the advantage of images and the ideological construct that tell what we want them to tell, unequivocal, right-thinking. These consensual representation of other human beings, other communities are generated by a work of building with a coherently articulation of emotions, postulates, hierarchies and values, that is to say a set of convergent representations through which one finds an ideological vulgate, a belief made of the lowest common denominators, moral, political, social, cultural. There, fear of the poor, emotion and distant caring for others, worrying about barbarism, disapproval when confronted to foreign communities, finally false compassion and fear of the Other inextricably blended. Such a hotchpotch of contradictory or ambivalent emotions lends itself to all airy fairy designs rather than to real knowledge and this is what makes this ideological building of an hegemonic body of representations. On the other side of this ideological chain buoyed by these representations, humanitarian ideology is setting itself as the moral side of the global neo-liberal world. It is the main  tool of moral globalization, an attempt to establish universal standards and values through a global consensus conducted in connection with relocated transnational values that make thinkable onto acceptable exclusionary effects produced by deregulated global capitalism. Increased exploitation characterized by economical globalization assumes 'moral safety valves' intended to reaffirm values and to reassure through producing meaning outside the daily alienation. Taking a look on far away victims allows one to avoid quantifying close excluded people, and even worse to measure one's own social-economical order oppression. This humanitarian moral, showing us there is poorer, comforts us as much as it moves us. It is an invitation to have correct emotions, feelings for far away victims we will never concretely meet and to accept the constraints of our own world, of our own society that is so generous since capable to be moved by the misery of others. And because others misery entertains us to blind us to our own, it needs this truly spectacular staging. A rescue without witness is a cause without object. Showing becomes then a fundamental necessary need to humanitarian ideology. But who is the Other they show us all the time, we never meet, who is kept to remain a Victim in this common humanitarian ideology?

L’idéologie humanitaire, c’est l’ensemble des représentations qui provoquent la gestion planétaire (multinationale, étatique, non gouvernementale) des victimes des conflits et des catastrophes (tant naturelles que politiques) et d’une part des exclus des processus de distribution des richesses. Cette gestion humanitaire provoque elle-même des représentations. L’humanitaire commence par l’émoi, l’indignation provoquée par la perception d’un drame attentatoire à la dignité. Après le choc émotionnel survient la réprobation humanitaire, fondée sur des normes et des valeurs qui permettent de juger scandaleuse la situation présentée. Un tel processus d’émotion-réprobation, trouve son principal ressort dans les spectacles humanitaires programmés par les médias. Ces spectacles mettent en scène des gens sinistrés, en détresse, en danger et, par un effet d’aspiration, d’autres gens qui leurs portent secours. L’image accablante et accablée est un ingrédient capital dans l’idéologie humanitaire. Elle montre le mal et notre bien, elle diffuse les signes répétés d’un univers de catastrophe et de misère. Elle constitue la preuve principale, non seulement de faits présentés, mais aussi de la véracité des analyses dont ils sont l’objet qui souvent confine à l’absence d’analyse sur les causes et les conséquences des situations montrées. Tout est dit et rien n’est expliqué. C’est l’avantage des images et les constructions idéologiques qui disent ce qu’on leur fait dire, univoques, bien pensantes. Ces représentations consensuelles sur d’autres hommes, d’autres sociétés, sont produites par un travail de construction idéologique où sont articulés de façon cohérente des émotions, des postulats, des hiérarchies et des valeurs, c’est-à-dire tout un paquet de représentations convergentes par lesquelles on définit une vulgate idéologique, une croyance partagée faite de plus petits communs dénominateurs moraux, politiques, sociaux, culturels. S’y télescopent crainte des pauvres, émotion et sollicitude pour le malheur d’autrui à distance, inquiétude sur la barbarie, réprobation devant des sociétés étrangères, finalement fausse compassion et peur de l’autre indissolublement mélangées. Un tel fatras d’émotions contradictoires ou ambivalentes se prête à tous les habillages plutôt qu’à une vraie connaissance et c’est en quoi il se prête à la construction idéologique d’un corpus hégémonique de représentations. A l’autre bout de la chaîne idéologique qui se nourrit de ces représentations, l’idéologie humanitaire se présente d’autre part comme le volet moral du monde global néolibéral. Elle est l’outil principal d’une globalisation morale, c’est-à-dire d’une tentative pour instaurer des normes et valeurs universelles, à partir d’un consensus planétaire réalisé autour de valeurs transnationales délocalisées qui rendent pensables puis acceptables les effets d’exclusion produits par le capitalisme mondial dérégulé. L’exploitation démultipliée par laquelle se caractérise la mondialisation économique suppose des « soupapes morales » destinées à réaffirmer des valeurs et à rassurer tout en produisant du sens hors de l’aliénation quotidienne. En portant le regard sur des victimes lointaines on peut ainsi éviter de trop dénombrer les exclus proches, et pis de mesurer l’oppression de l’ordre socio-économique sur soi-même. Cette morale humanitaire, en nous disant qu’il y a plus malheureux que nous, et surtout en le montrant et en le remontrant, nous rassure autant qu’elle nous émeut. Elle nous invite à nous émouvoir à bon escient pour ces victimes lointaines avec lesquelles nous n’aurons jamais aucun rapport concret et à accepter les contraintes imposées dans notre univers proche, dans notre société si généreuse qu’elle est même apte à s’émouvoir d’autres misères que les siennes. C’est parce que la misère d’autrui nous distrait de notre propre misère que des mises en scènes spectaculaires sont nécessaires. Un sauvetage sans témoins est une cause sans objet. Faire voir est ainsi une nécessité fondamentale pour l’idéologie humanitaire. Mais qui est cet autre qui nous est en permanence montré et avec lequel nous n’entretenons aucun rapport, sinon celui abstrait de salvateur à victime, dans la vulgate humanitaire partagée ?

Il s’agit d’une conception née en Occident et mise en œuvre par des occidentaux. Que la dignité des hommes doive être affirmée et défendue est bien évident. Mais au-delà de ce principe, c’est toute la mise en œuvre et l’orchestration qui pose question car elle impose un sens occidentalo-centré qui ne va pas de soi pour la majorité de l’humanité.
